Studies of law in Goettingen. From 1979 first judge at the administrative court of Oldenburg. From 1981 working as a delegated judge and head of department of the district administration of Wittmund and also head of the building law authority, environmental protection authority, regulatory authority and other departments, in 1982 return to the administrative court of Oldenburg, appointment for life as a judge at the administrative court. In the following time working as a judge in the chamber of nuclear law, immission protection law, building and planning law as well as communal fees law at the administrative court. Also worked as a judge at the chamber of building land at the regional court of Oldenburg. Member of the executive committee of the administrative court of Oldenburg. In 1984 he joined the law firm Ladenburger.
